Go to Settings > Cellular (or Mobile Service), scroll to the bottom and turn off Wi-Fi Assist. The phone stops jumping to cellular when the Wi-Fi is weak.

How to do it
Open Settings > Cellular. If your phone says Mobile Service or Mobile Data, open that instead.
Scroll to the bottom and turn Wi-Fi Assist off.
Turn it back on later if you would rather the phone abandon a dead network than sit on it.
With Assist off, a weak network stays weak. Pages load slowly instead of jumping to cellular. That is the trade.
Questions people ask
How much data has Wi-Fi Assist used?
The number is shown right under the Wi-Fi Assist switch.
Should I keep it off?
Keep it off if your data plan is small. Leave it on if you'd rather pages load when the Wi-Fi is bad.
